Rancangan Undang-undang (RUU) tentang Perubahan atas UU No.8 Tahun 1981 tentang Hukum Acara Pidana (KUHAP) telah masuk dalam program legislasi nasional (Prolegnas) Prioritas 2025.
Revisi KUHAP mendesak untuk segera dibahas mengingat Kitab Undang-undang Hukum Pidana (KUHP) telah terbit melalui UU No. 1 tahun 2023.
Ada berbagai perdebatan mengenai RUU KUHAP yang sedang dibahas, antara lain terkait keadilan restoratif (restorative justice), kewenangan melakukan penyidikan, perlindungan HAM bagi warga negara yang terlibat kasus pidana, dll.
Prinsip dan tata cara yang demokratis sangat diperlukan guna menghasilkan revisi KUHAP yang dapat memenuhi rasa keadilan, menghormati dan melindungi HAM, dan dapat diterapkan dalam kerangka negara demokrasi.
Oleh karena itu, Lembaga Survei Indonesia (LSI) melakukan survei telepon nasional untuk menangkap aspirasi dan pandangan masyarakat mengenai beberapa aspek penting dalam diskusi revisi KUHAP.
Penting untuk menjadi catatan bahwa substansi dan perdebatan mengenai revisi KUHAP bersifat sangat teknis sehingga diperlukan penyederhanaan formulasi pertanyaan survei guna memudahkan responden mencerna pertanyaan survei dan mendapatkan pandangan/persepsi/pendapat responden yang akurat.
